Ukrainian government humvee scam

With great fanfare petro poroshenko took delivery of american supplied humvee armored vehicles at the end of march 2015 which if second hand look almost brand new.  And contrary to popular belief these were not given free of charge but part of a lend lease programme the cost to ukraine is unknown and it is keep secret see story here

But all is not as it seems because there is an active war ongoing in east ukraine and it's been 5 months and rebels in east have not yet reported seeing these humvees anywhere near combat zones. And now it seems  the ukrainian army are also wondering where these humvees have gone to as the humvees they are being giving are closer to scrap than the shining new ones seen being off-loaded in kiev.

The new humvees seem to have been swapped for older humvees which dont have armor and the tyres are falling apart. which have left the ukraine with humvees they can even use. So has the new humvees been sent back to the states while the junkers been sent to ukraine all the while the ukraine government is still leasing the new humvees
